welfare reform legislation shortly before the 1996 election. in 1996, president clinton was reelected but republicans retained control of congress. now, president obama claims that these were the good ole days because president clinton raised taxes. let's consider that tax landscape. president clinton did raise the top income tax rate in 1993 and democrats credit that increase with shrinking the deficit and unleashing future economic growth. however, he -- he also agreed with republicans in 1997 to cut the capital gains tax rate to 20% from 28%, which contributed to revenue and economic growth. i know because it was the hatch-lieberman bill that they followed in doing that. joe lieberman had the guts to stand up on that issue, as did i. and it happened. the democrats said we would lose revenues. the revenues tripled. because people didn't feel gouged anymore. funny how that chapter gets left out of the democrats' 1990 story. in 2000, president clinton left office with federal seats -- fel receipts measuring 20.6% of g.d.p., well above the 17.5%

in this election. on the other hand there's a very unhealthy trend which is they are moderating influences in the system, the media and among all the various constituencies. when you move the money away from the political parties to the outside groups, you tend to radicalize as a system and balkanize the system and we have certainly seen that trend become a long-term secular trend in our political system and campaign finance system not just affecting money but they are affecting the politics in a profound way so there's a reason we see more extreme groups, much more prominently involved in the political practice this year than was true in the past so there are competing trends, one of which i think is unhealthy. the other of which i think is healthy and is a judgment where you come down as to the relative benefits but while citizens united was somewhat important, while there have been other recent court and with the tory decisions that were somewhat important, none of them had anywhere near the impact

i was first elected in 1976 in april in a special election in the biggest bill undock it was the revamping of the imf. a major crisis for the break down of the bretton woods agreement they had to rewrite the laws with what they've been doing for five years and noticed a major piece of legislation. it was the consequence of what was predicted in 1945 because the 1945 as predicted by the free market economists. it wouldn't hurt. the whole idea that they could make a date exchange rates and deal with the balance of payment totally failed. so they have to come up with something new in 1971, 76 in the transition. those same economists at that time said this was an unworkable system, to admit the two major crisis of too much debt, too much investment and worldwide would be worse than anything because it would be based on the fiat dollar globally and manage the problems they have domestically would be worldwide. that certainly has been confirmed with the crisis we are paying. it has not been resolved yet. we are still floundering around and have a long way to go. i have over the years obviously b
